Signing of partnership agreements between Cyrus NGO’O, Director General of PAD, and Darius Mesmin Ekouda, Director General of DPPC SA.
(LVDE) – A partnership agreement worth CFAF 628 billion, aimed at ensuring the energy self-sufficiency of the Port of Douala-Bonabéri, was signed on September 12, 2025, between Cyrus NGO’O, Director General of the Autonomous Port of Douala (PAD), and Darius Mesmin Ekouda, Director General of Douala Port Power Corporation (DPPC).
On September 12, 2025, the Autonomous Port of Douala took a major step in the modernization of its infrastructure by entering into an innovative agreement with Douala Port Power Corporation (DPPC SA). This initiative, marked by a massive investment of CFAF 628 billion, seeks to establish an autonomous system for the production and distribution of electricity at the Port of Douala-Bonabéri. In the presence of the chief executives of both entities—Cyrus NGO’O for PAD and Darius Mesmin Ekouda for DPPC SA and Groupe La Citadelle—the agreement was hailed as a decisive turning point for port development.
Through this project, PAD aims to achieve full energy self-sufficiency, a critical objective for such a strategic facility. The establishment of an autonomous power source will guarantee a continuous and reliable supply to port operators and docked vessels, thereby avoiding disruptions that can hinder operations. Moreover, this initiative aligns with a sustainable approach, seeking to reduce the port’s carbon footprint through the use of modern, environmentally friendly technologies.
The economic benefits of this project extend beyond improving energy supply. PAD anticipates the creation of 200 direct jobs and 1,000 indirect jobs, thereby strengthening its role as an economic driver for the region. Port stakeholders, in turn, will benefit from a more competitive and attractive working environment, which is expected to boost investment and commercial activity.

The port authority emphasized that this project is part of PAD’s Master Development Plan, which aims to transform the Port of Douala-Bonabéri into a “green” port aligned with international standards. This demonstrates the port’s commitment to adopting more sustainable practices, a growing priority in the global maritime sector.
DPPC SA, a key partner in this initiative, is well recognized for its expertise in consulting, engineering, and project implementation across various fields. With over ten years of experience, Groupe La Citadelle has established itself as a major player not only in the energy sector, but also in real estate and services.
This public-private partnership represents a significant milestone for PAD, reaffirming its determination to enhance operational performance. The port authority is confident that this project will not only optimize electricity supply but also contribute to making the Port of Douala-Bonabéri a regional model of innovation and sustainability.
It should be noted that this CFAF 628 billion investment is not merely an infrastructure project, but a true paradigm shift for the Autonomous Port of Douala. It represents a promise for the future—a vision in which the port is not just a transit hub, but a key player in the country’s energy transition and economic development. With results expected in the coming months, this ambitious project could very well redefine the role of the Port of Douala on the international maritime stage.
