At a time when decentralized local authorities are expected to play an increasingly important role in grassroots development, the Municipality of Monatélé is positioning itself as a benchmark for public sector management in Cameroon. During an ordinary council session held on May 28, 2026, municipal councilors examined and approved the administrative, management and asset accounts for the 2025 fiscal year, presented by Mayor His Majesty Mbassi Bessala Prosper Parfait.
In his address, the mayor highlighted a year marked by a notable improvement in the municipality’s financial performance. Out of a projected budget of CFAF 3.017 billion, actual revenue collection reached CFAF 2.024 billion, representing an execution rate of 67%. Compared with the 2024 fiscal year, this performance reflects an increase of more than CFAF 866 million, demonstrating strengthened capacity in mobilizing local resources.
This positive financial momentum enabled the municipality to continue implementing several major projects aimed at improving living conditions for residents. Investments focused on water supply systems, road infrastructure, public lighting, healthcare, education, sanitation and environmental protection. These achievements were complemented by the rehabilitation of the town hall and its new council chamber, a project supported by the Special Council Support Fund for Mutual Assistance (FEICOM).
Expenditure during the fiscal year amounted to CFAF 1.013 billion, representing a budget execution rate of 33.58%. Operating expenses stood at CFAF 550.3 million, while investment spending reached CFAF 463.2 million. These allocations supported the modernization of municipal infrastructure and the strengthening of local public services.
At the end of the fiscal year, the municipality posted a positive budget balance of CFAF 1.010 billion. After accounting adjustments related to budget savings and outstanding payments from previous fiscal years, the net surplus available for allocation stood at CFAF 740 million. According to documents presented to the municipal council, nearly 80% of this amount will be earmarked for future investments, reflecting the authorities’ commitment to prioritizing development-oriented projects.
Another significant indicator concerns the growth of municipal assets. The 2025 asset management account shows a net increase of CFAF 85.6 million in the municipality’s asset value. This growth mainly resulted from the acquisition of new administrative equipment and a dump truck intended to strengthen the operational capacity of technical services.
Beyond the figures, the municipality has outlined a clear ambition : consolidating the gains of decentralization while maintaining investments in priority sectors. The rehabilitation of municipal roads, access to drinking water, rural electrification, improvements to healthcare facilities and the expansion of educational infrastructure rank among the key priorities presented to council members.
At a time when many local governments continue to struggle with financial sustainability, Monatélé stands out through a favorable budget trajectory and a growing ability to translate mobilized resources into tangible development projects. This performance strengthens the municipality’s ambition to become one of the most dynamic development hubs in the Lékié Division.
